PROJECT MANAGER & SCRuM MASTER

Project Manager & Scrum Master: The Project Manager shall be the primary point of contact for the Government and shall be responsible for the management, deliverables and quality of work. Drives consistent project delivery through the entire project lifecycle, including: project plans, release plans, resource allocation, and management of project risks, scope, schedule, and delivery of value

Required Skills:

• Coordinates Agile Ceremonies such as Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
• Tracks and communicates project's progress from a schedule, cost, and risk perspective to the project team, stakeholders, and management.
• Establishes an environment where the teams can be effective and helps removing obstacles.
• Protects the team from outside interruptions and distractions.
• Ensures a good relationship between the team and product owner as well as others outside the team.
• Tracks and reports team velocity and other project metrics.

Additional Required Qualifications:

• Solid understanding of software development life cycle models as well as expert knowledge of Agile project management principles and practices.

• Ability to help Product Owners to create and prioritize Product Backlog.
• Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
• Strong analytical, organizational and decision-making skills.
• Ability to analyze and document business and system processes.
• Ability to balance the competing demands for quality, scope, schedule, and cost.
• Well-versed with Scrum and Kanban Agile methodologies.
• PMP or CSM Certifications required.
• Preference to SAFe certification (not required).
• Experience with SAFe framework is a plus.

Education: Requires Bachelor’s degree or Masters (In IT, Computer Sciences or MBA), and five to fifteen years of related experience, including three to five years of supervisory/management experience.

• Run and motivate multiple Agile teams and participate in Sprint and Scrum calls.
• Oversees and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
• Reviews status of projects and budgets, manages schedules, and prepares status reports.
• Address issues and risks in alignment with CMMI Level 3 and ISO 9001 requirements.
• Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders .
• Must have Project Management Certification (i.e. Project Management Professional (PMP) Certification, other recognized certification, etc.) plus five (5) years relevant experience and 5 years of leadership experience with progressively higher responsibility in the public sector in the IT and/or consulting fields.
• Knowledge of management practices and program implementation.
• Any required and appropriate security or suitability clearances.
